Gunbower State Forest is adjacent to the Murray River Conservation Area on Gunbower Island, so it is actually close to the Murray River rather than on it.
It has several designated campgrounds, most of which are located on the scenic Gunbower Creek (although the campgrounds are spread out quite far…as is the entire creek, hahaha).

This campground is a dog-friendly campground located along Gunbower Creek. This campsite has toilets, but depending on the campsite they can be quite far away.
There are also a few dog-friendly campsites on the island that I didn’t get a chance to visit, including Goat Island, Spence Bridge, Reedy Lagoon, and Horseshoe Lagoon.
Wills Bend has two campgrounds: Sandbar 1 and Sandbar 2, with a boat ramp on the road between them. Both campsites have toilets and beach access.
People also camp at the boat ramp in the summer, but it’s not a good option for those who don’t use the boat ramp because it’s too noisy (and there are no restrooms).

It is also the entry point to the nearest dispersed campsite (no facilities), heading northeast along the Murray River to Emu Bay.
If you have a reactive dog, I highly recommend avoiding long weekends and school holidays and going during quieter times of the year. Failing that, dispersed campgrounds and sites without toilets and further from the park’s main road entrances tend to be less crowded on major long weekends, as well as popular summer and school holiday weekends.
Finding free campsites online can be difficult, as many campsites don’t have official Parks Victoria or similar pages. Some are parks, some are local councils etc. Wikicamp is one of the best ways to find everything in one place.

With the Australia Day long weekend approaching we decided to head to the Buckland Valley, south of Mount Buffalo, about a 4 hour drive from Melbourne via the Alpine Highway. We left Melbourne in the evening. 4 hours later we were on the Great Alpine Highway heading towards the exit of Buckland Valley. When you first arrive at the central junction you have the choice of Porpunkah, Bright, Buckland Valley or Mount Buffalo. Buckland Valley is just a scenic drive from the traditional resort. Campsites are easily accessible on two wheels; as you progress you’ll want to go relatively slowly and find loose gravel under your wheels.

We arrived in Buckland Valley very late and followed the map to Aryan campsite. It is a large open land with towering trees as tall as the buildings in the city. We knew we had found our target; driving down the road to camp, we couldn’t see anything; it was pitch dark, but all we could see was the campfire going up at someone else’s campsite. After a long and dark journey a delightful sight unfolds before us.
The native birds that live in the area will keep your ears alert. We heard the sound of a chainsaw turning off in the middle of the night. It sounded like someone was chopping down a tree, which lasted for a while. Isn’t it weird to think that someone would take on such a task in the middle of the night? After talking to some locals at the campsite the next day, they explained that the lyrebird is native to the area. The morning is a sound worth listening to; the cockatoos scream like mad birds. We loved them, the fools walked like there was a party in the trees around us (I was in a good mood) and so did the kids, they smelled the forest, the sound of the wind blowing through the pine needles, the river and they wanted to go. A 2 minute walk up the hill and the river is at your feet.
